The rental market has also been the focus of significant changes. In 2024, the average rental price in Spain reached €1,118, representing an 11.3% increase compared to the previous year. This increase is widespread, with some platforms reporting even greater rises.

The IRAV Replaces the IPC in Rent Updates

One of the most significant new developments for 2025 is the introduction of the Housing Lease Update Reference Index (IRAV). From January 2025, this index will replace the IPC as the reference for updating rents on habitual residence rental contracts, with an established cap of 2.2%.

Mortgage Dynamics: Options and Outlook

Access to financing remains a fundamental pillar of the market. In 2024, the number of mortgages taken out on properties grew by 11.2%, marking the largest annual increase since 2021. The average amount of these mortgages stood at €145,673, the highest figure since 2007.

  • Predominant Fixed Rate: 63.4% of mortgages signed in 2024 were fixed-rate, with an average interest rate of 3.30%. This preference reflects buyers' search for stability in the face of fluctuating interest rates.

Aid and Opportunities for Buying Property

To facilitate access to housing, especially for young people and families, the Government has launched various initiatives:

  • ICO Guarantees: A line of guarantees worth €2.5 billion, valid until the end of 2025, covering up to 20% of the mortgage (or 25% if the property is highly energy efficient). It is aimed at young people under 35 and families with dependents who are purchasing their first habitual residence.
  • State Housing Plan 2022-2025: Offers direct aid of up to €10,800 or 20% of the purchase price for young people under 35 who buy in municipalities with fewer than 10,000 inhabitants.

These aid schemes represent a significant opportunity for specific groups, facilitating entry into the housing market.

The Challenge of Supply and Demand

One of the key factors that continues to drive price increases is the imbalance between supply and demand. The creation of new households far exceeds the production of new-build property, generating an estimated deficit of 375,000 dwellings. This scarcity, especially of new builds, maintains upward pressure on prices.

Tax Considerations to Bear in Mind

In the fiscal realm, it is important to be aware of future developments. Although the announced 100% deduction on certain rental incomes will not apply in the 2025 Income Tax campaign (which declares the 2024 fiscal year), it will apply in 2026 (for the 2025 fiscal year).
